Objective 3.3: Strengthen the Quality of Data Collection and Management

Data collection and management are key to making data-informed management and operational decisions. EOIR OIT specialists developed and implemented ECAS. The full implementation of ECAS strengthened data quality for authorized external stakeholders by (a) focusing the data sources available to all stakeholders, (b) controlling access to data through user authorization, and (c) controlling the type of data available and ways in which the data are viewed by authorized stakeholders. Finally, a streamlined case management system like ECAS makes the court processes more effective and efficient. 

Data analyses are only as good as the data collected. Therefore, two examples of managing data quality include:

  • Mandating the use of the ECAS by authorized external stakeholders, to file and view documents, electronic records of proceedings, EOIR resources, and EOIR updates across OCIJ and BIA.
  • Working with all stakeholders to determine the type of data available and potential new variables to code. For example, coding the variable hearing medium (e.g., in-person, telephonic, video-teleconferencing, and internet-based platforms) to glean the most meaningful insights into court times and processes.

1. Continue to limit access to ECAS for authorized users only, in order to guard against any outside threats. This will ensure EOIR meets data quality, security, and privacy considerations, even as operations or policy may shift. Mitigate existing potential cybersecurity threats.

2. Continue to make comprehensive, searchable case data electronically available to all relevant EOIR staff and establish guidelines for accessing the CASE files.

4. EOIR will protect its information from internal and external threats through its use of multifactor authentication, encryption, and other security measures, both when communicating internally and when communicating with partners inside and outside the federal government.
