Message From The Director

For 40 years, the Executive Office for Immigration Review (EOIR) has played a critical role in interpreting and administering the Nation’s immigration laws through its administrative hearings. Our agency is comprised of a dedicated corps of talented individuals who are committed to delivering a court system that is both fair and efficient. 

As an agency, we must anticipate and be ready to address the ever-changing immigration landscape. To that end, I am pleased to present the EOIR Strategic Plan for Fiscal Years (FY) 2024-2028. This Strategic Plan will help EOIR to prioritize our work, manage our resources, and foster greater transparency for our stakeholders and government partners. This plan articulates a direction for EOIR over the next five years and will require the participation and support of every office of the organization.

In the next five years, EOIR will focus on four key areas: efficiency, service, adaptability, and collaboration. We will continue our efforts to maximize operational efficiency, while staying true to the needs and expectations of due process. We will strengthen our culture of service by investing more heavily in our people. We will better leverage existing and emerging technologies to become a more adaptable organization. Finally, we will better engage our stakeholder organizations for insights into how we, as an organization, can better and more openly serve the public. 

With this Strategic Plan as a guide, EOIR will continue to advance its mission and strive toward a court system that satisfies its dual goals of greater operational efficiency and steadfast faithfulness to fairness and due process.
