Sleeper announced today that Jenifer O’Neal, former Director of the Virgin Islands Office of Management and Budget (OMB), was sentenced today by U.S. District Court Judge Mark A. Kearney to 84 months’ imprisonment for her role in a public corruption scheme involving the misuse of federal COVID-19 relief funds.

St. Croix, VI - United States Attorney Adam F. Sleeper announced today that Mario Felix, 36, of St. Croix, pleaded guilty before Magistrate Judge Emile A. Henderson III on June 9, 2026, to the federal charge of causing the attempted possession with intent to distribute fentanyl. Sleeper announced today that Jahmar Frederick, 32, of St. Croix, was sentenced yesterday by visiting District Court Judge Timothy Savage to 24 months of imprisonment for being in possession of a firearm as a felon. Frederick was also placed on three years of supervised release and ordered to pay a $100 special assessment.

Sleeper announced today that former Virgin Islands Housing Finance Authority (“VIHFA”) Chief Operating Officer Darin Richardson was sentenced today to 36 months of imprisonment by United States District Judge Mark A. Kearney following his convictions for criminal conflict of interest, bank fraud, making false statements to a federal agent, making false statements on a loan and credit application, and money laundering.
