Manchester Man and Woman Indicted for Manufacturing Methamphetamine in Their Residence

CONCORD – Two Manchester residents have been indicted for conspiring to manufacture methamphetamine in their home and possessing the necessary chemicals and equipment to do so, U.S. Attorney Jane E. Young announces.

Charles Winchell and Catherine Quinn, both 42 years old, were charged with conspiracy to manufacture methamphetamine in a place where a person under the age of 18 was residing or was present, and possession of equipment, chemicals, products, and materials to manufacture methamphetamine.  Winchell and Quinn were previously charged by complaint and arrested on September 18, 2023. They were released on conditions.  

According to the charging documents, in 2023 Quinn and Winchell frequently purchased pseudoephedrine, an over-the-counter medication and the primary ingredient used for the manufacturing of methamphetamine.  Law enforcement executed a search warrant at their residence and found pseudoephedrine and other ingredients used to manufacture methamphetamine, such as lighter fluid, drain cleaner, and batteries, which contain lithium strips used to create a chemical reaction. 

The charge of conspiracy to manufacture methamphetamine provides for a sentence of up to 20 years in prison, at least 3 years of supervised release and a fine of up to $1,000,000.  Sentences are imposed by a federal district court judge based upon the U.S. Sentencing Guidelines and statutes which govern the determination of a sentence in a criminal case.

The Drug Enforcement Administration and the Manchester Police Department are leading the investigation. Assistant U.S. Attorney Heather A. Cherniske is prosecuting the case.

The details contained in the charging documents are allegations. The defendants are presumed innocent unless and until proven guilty beyond a reasonable doubt in a court of law.
