The Office of Justice for Victims of Overseas Terrorism (OVT) administers the Criminal Justice Participation Assistance Fund (CJPAF) through an agreement with the Justice Department’s Office for Victims of Crime. The funds are derived from the Crime Victims Fund/Antiterrorism Reserve, which is composed of fines and special assessments paid by convicted federal offenders. The CJPAF program is not derived from Federal or State tax monies.

The purpose of CJPAF is to assist, when possible, nationals of the United States who are victims of international terrorism with financial support to participate in foreign criminal justice proceedings related to terrorist attacks. Transportation expenses of support persons may also be covered.

Unfortunately, the security situation in a country may make victim travel unadvisable or the laws of that country may prohibit victim court attendance. In such situations, CJPAF may not be available to victims who seek to travel to that country for criminal justice proceedings. CJPAF availability will be decided on a case by case basis.
