To provide guidelines to staff regarding the effective use of Community Corrections Centers (CCCs). This Program Statement defines placement criteria for offenders, requires that staff members start the placement process in a timely manner, and defines the circumstances when inmates may refuse Community Corrections (CC) programs. It also establishes an operational philosophy for CCC referrals that, whenever possible, eligible inmates are to be released to the community through a CCC unless there is some impediment as outlined herein.

The correction notice corrects an error found in the ATF open letter, dated November 10, 1998, regarding the point of contact for background checks firearm transfers. 

This correction notice is an update to the original background check letter, dated October 28, 1998.  The State of New Hampshire has elected to participate as a NICS point of contact for handguns.

This correction notice is to advise all New Mexico Federal firearms licensees that the New Mexico Department of Public Safety will no longer particiapte as the NICS point of contact.

The permanent provisions of the Brady law provide for the establishment of a national instant criminal background check system (NICS) that licensees must contact before transferring any firearm to unlicensed individuals.
