This open letter contains information about a final rule published June 20, 2000, in the Federal Register, ATF is amending its regulations and affected forms to comply with Model Regulations for the Control of the International Movement of Firearms, Their Parts and Components, and Ammunition (the Model Regulations).

The provisions of North Dakota law regarding the issuance of concealed weapons permits were recently amended.  Based on these changes, concealed weapons permits issued on or after December 1, 1999, will now qualify as alternatives to a NICS check at the time of transfer.

Repair of NFA Firearms- ATF does not consider the temporary conveyance of an NFA firearm to a gunsmith for repair to be a “transfer” under the terms of the NFA. Thus, an ATF Form 5 application is not required.

# convicted in U.S. District Courts, committed to Bureau custody, and serving a period of incarceration which began on or after January 1, 1995. Unless exempted, the Cost of Incarceration Fee (COIF) is a financial obligation that sentenced inmates are required to satisfy at the earliest possible time. Fees generated shall be used to benefit the inmate population through program funding. Collection of the COIF should be viewed within the larger context of the Inmate Financial Responsibility Program (IFRP).

The expected result of this program is that Polygraph tests will only be approved in accordance with clearly written guidelines and procedures.
