ATF Ruling 2002-3- Indoor Storage of Explosives in a Residence or Dwelling

This ruling advises that ATF will approve variances to store explosives in a residence or dwelling only upon certain conditions including, but not limited to, receipt of a certification of compliance with State and local law, and documentation that local fire safety officials have received a copy of the certification.

This document, issued in the Federal Register per EO 13166 after notice and comment, supplants prior DOJ Guidance, 66 FR 3834 (Jan. 16, 2001). It addresses Title VI’s existing prohibition on national origin discrimination related to persons with limited English proficiency. It sets forth general principles for agencies to apply in developing guidelines for services to individuals with limited English proficiency.
