1.1 - Scope of the Board of Immigration Appeals Practice Manual
(a) Authority
The Board of Immigration Appeals has the authority to prescribe rules governing proceedings before it. 8 C.F.R. § 1003.1(d)(4).
(b) Purpose
This Practice Manual describes procedures, requirements, and recommendations for practice before the Board of Immigration Appeals (Board). This Practice Manual is provided for the information and convenience of the general public and for parties that appear before the Board.
(c) Disclaimer
This Practice Manual does not carry the weight of law or regulation. This manual is not intended, nor should it be construed in any way, as legal advice, nor does it extend or limit the jurisdiction of the Board as established by law and regulation.
(d) Revisions
The Board reserves the right to amend, suspend, or revoke the text of this Practice Manual at its discretion.
