ABSTRACT: The U.S. Attorneys Payroll Projection System (USAPAY) maintains data related to actual and/or projected payroll and personnel transactions for all U.S. Attorneys' Offices.

PURPOSE: The purpose of this system is to provide a model of projected payroll expenditures for use in assisting U.S. Attorneys' staffs conducting budget analyses. The system permits staff to enter projected payroll data, i.e. separations, accessions, promotions, etc., and combines projected values with actual expenditure data for an up-to-date, accurate payroll budget forecast. As a result, administrative staffs are in a better position to make personnel movement and compensation decisions.

ACCESS CONSTRAINTS: All records in USAPAY are protected from unauthorized access through appropriate administrative, physical and technical safeguards. These safeguards include restricting access to those with a need-to-know to perform their official duties, using locks and alarm devices, passwords and/or encrypting data communications.

USE CONSTRAINTS: Users of USAPAY will be restricted to only those whose access is required to perform assigned tasks.

AGENCY PROGRAM: The Resource Management and Planning Unit is responsible for the formulation and execution of the operating budget for all U.S. Attorneys' Offices. Approximately seventy percent of the operating budget is related to personnel compensation. The USAPAY system was developed to assist in the management of that portion of the budget

SOURCES OF DATA: The sources of data for the USAPAY system are the National Finance Center (actual expenditure data) and data input from the various U.S. Attorneys' Offices (projection data)
