ABSTRACT: The Citizen Complaint Files are comprised of four broad categories: (1) Individuals who have been charged Federal and/or D.C. Code violations; (2) Individuals who are currently under investigation for such violations; (3) individuals about whom a complaint has been made, an investigation conducted, but no prosecution initiated; and (4) complainants.

PURPOSE: The Citizen Complaint File system was established and is maintained pursuant to 5 U.S.C. 301, 28 U.S.C. 547, and 23 D.C. Code 101(c). This system permits authorized personnel to compile information pertaining to complaints made and to pursue meaningful complaints.

ACCESS CONSTRAINTS: The information is maintained in files in specified offices which are occupied by office staff during working hours and locked after hours. Information retrievable in electronic format is protected through the use of identification numbers issued only to authorized employees.

AGENCY PROGRAM: The USAOs are charged with the enforcement of United States law both civil and criminal in conjunction with the Department of Justice. EOUSA serves as a liaison between the 93 USAOs and the Department of Justice. Compilation and tracking of complaints filed provides a tool in the investigation, prosecution or declination of prosecution, of violations of Federal and D.C. law. Case information pertaining to complaints made by individual citizens provides the basis for criminal and civil case matters pursued by the USAOs.

SOURCES OF DATA: The majority of the information found in this system of records is obtained from individual citizen statements. However, information in the Citizen Complaint Files system also includes investigative reports of federal, state and local law enforcement agencies, witness and interested part statements, attorney work product, transcripts of grand jury proceedings and memoranda and reports from the courts.
