• Procedural Requirements, Entities Subject to the FOIA:  The court holds that plaintiff has failed to demonstrate "that any of the named defendants are federal agencies and that this Court has jurisdiction over his claims."  The court explains that "[p]laintiff's statements are delusional and nonresponsive to the Court's directive to state why this action should not be dismissed" and plaintiff "does not provide a jurisdictional basis for filing an FOIA claim against named Defendants."
