Disposition: Denying plaintiff’s motion to reinstate defendants

  • Litigation Considerations, Jurisdiction:  The court denies plaintiff’s motion to reinstate two parties, the Alton City Jail and the St. Louis Metropolitan Police Department, as defendants. In response to  plaintiff’s argument that these parties "should be deemed federal agencies because of their connections with the federal government" the court states, "state or local governments are not subject to the FOIA just because they receive grants or other funds from the federal government or work with the federal government."
