• Litigation Considerations, Exhaustion of Administrative Remedies:  The court holds that "[w]hether or not such FOIA requests were wrongfully denied is not a matter that can be raised before this Court at this time" because "it is undisputed that Plaintiff's counsel never appealed any of the FOIA request denials."  Additionally, the court notes that "[p]laintiff's counsel stipulated to dismiss each of the FOIA lawsuits she filed against those departments and agencies relating to the denial of FOIA requests."
