  • Litigation Considerations, Jurisdiction:  The Court of Appeals for the District of Columbia holds that “[j]urisdiction over [the requester’s] Freedom of Information Act claims lies in [the] district court in the first instance.”  The court directs “[t]he Clerk . . . to transmit the original file, including a certified copy of this order and the motion to proceed [in forma pauperis], to the United States District Court for the District of Columbia.”
