The Department of Justice Office of the Inspector General (DOJ OIG) is one of the premier federal inspector general offices, and performs audits, evaluations, investigations, and special reviews of the personnel and programs of the DOJ components. The OIG is an independent entity that works to prevent fraud, waste, abuse, and misconduct in DOJ programs and personnel, and to promote economy and efficiency in those programs. This position is located in the OIG's Oversight and Review Division.

Job Description

You will be responsible for providing executive leadership and direction to a staff of attorneys, investigative personnel, and analysts who conduct Oversight and Review (O&R) Division reviews and investigations. The incumbent reviews potential investigative matters and requests for Office of Inspector General (OIG) assistance and advises the Assistant Inspector General for O&R and the IG on a recommended course of action in response. O&R Division assignments may be performed using some or all of the disciplines available from O&R Division staff and may also be performed using employees from other OIG components, or from external sources, according to the nature of work required. Flexibility and innovative resourcefulness are required to design and manage diverse talents and tasks to complete assignments of great variety, often under urgent timeframes. The assignments often involve extremely sensitive, complex and controversial investigations into IG or department operations and personnel. Many of these investigations require the exercise of extreme discretion, tact and diplomacy and excellent judgment. The incumbent exercises skill and leadership by personal example to ensure that these investigations are conducted with a high degree of professional competence, objectivity, and flexibility.

Qualifications
  • Applicants must have a J.D. degree, be an active member of the bar (any U.S. jurisdiction), and have at least 5* years post-J.D. legal or other relevant experience.
  • You must be a U.S. citizen to qualify for this position.
  • You must submit to a drug test and receive a negative drug test result before you can be appointed into this position.
  • An initial SES career appointee is subject to a one-year probationary period.
  • You will need to successfully complete a background security investigation before you can be appointed into this position. Entrance on duty is contingent upon preliminary completion of a security clearance.
  • Before entering on duty, you will be required to complete a Financial Disclosure Report, SF-278. Completion of this form is an annual obligation.
  • Veterans' preference is not applicable to the Senior Executive Service.
  • Only experience obtained by closing date of this announcement will be considered.

HOW YOU WILL BE EVALUATED:

You will be evaluated to determine if you meet the minimum qualifications required of the position and on the extent your application demonstrates that you possess the knowledge, skills, and abilities associated with this position as defined below. Please be sure to give concrete examples of your experience and demonstrate the complexity of the knowledge you possess.

YOU WILL BE EVALUATED ON ALL OF THE FOLLOWING MANDATORY TECHNICAL QUALIFICATIONS (MTQs):

1: Substantial experience supervising and carrying out broad, highly technical and complex investigations from an office of the Inspector General, Internal Affairs, Professional Responsibility, or any other comparable environment.

2: Substantial experience supervising the organization, drafting, editing and publication of complex investigative reports.

3: Ability to communicate effectively and work constructively and collaboratively with other internal and external organizations and other professional disciplines to enhance the effectiveness of operations.

4: Working knowledge of operations in an office of the Inspector General, Internal Affairs, Professional Responsibility, or any other comparable environment, of a large organization or agency.

YOU WILL ALSO BE EVALUATED ON ALL OF THE FOLLOWING EXECUTIVE CORE QUALIFICATIONS (ECQs):

ECQ1-LEADING CHANGE. This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.

ECQ2-LEADING PEOPLE. This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.

ECQ5-BUILDING COALITIONS. This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.
