ABSTRACT: The Foreign Claims Settlement Commission (FCSC) established the Claims Under the Guam World War II Loyalty Recognition Act system of records when it began adjudicating claims pursuant to Sections 1704 and 1705 of the Guam World War II Loyalty Recognition Act, Pub. L. 114-328, tit. XVII, 130 Stat. 2642 (2016). The records are organized sequentially by claim number.

PURPOSE: To enable the Commission to carry out its statutory responsibility to determine the validity and amount of claims under the Guam World War II Loyalty Recognition Act. Upon completion of the claims adjudication process, the records system will become inactive and will be transferred to storage at the Federal Records Center.

ACCESS CONSTRAINTS: The information in the records system is available for inspection and copying, subject to the provisions of the Freedom of Information Act (5 U.S.C. § 552), in the FCSC's offices during the hours of service set forth above. The information is also available upon request sent by mail, e-mail, and FAX.

AGENCY PROGRAM: The Guam World War II Loyalty Recognition Act records system supports the FCSC's issuance of decisions in its ongoing adjudication of claims under the Guam World War II Loyalty Recognition Act, and the certification of awards made in those decisions to the Department of the Treasury for payment.

SOURCES OF DATA: Most of the information in the records system has been provided by the claimants.
