CVRA Reference Chart

If a Victim Needs Financial Support and Resource Assistance

All States receive federal funds to help support local victim assistance and compensation programs. There are also nongovernmental organizations that provide resources and services to crime victims.

These programs provide two general types of services—victim compensation and victim assistance—for many types of crimes. Compensation programs may reimburse victims, including victims of federal crimes, for expenses. Expenses that may be covered include medical costs, mental health counseling, funeral and burial costs, and lost wages or loss of support. Crime victim assistance programs provide a range of services, including crisis intervention, counseling, emergency shelter, criminal justice advocacy, and emergency transportation.

A crime victim may file a complaint against any employee of the Department of Justice who violated or failed to provide the rights established under the Crime Victims’ Rights Act of 2004.
Office for Victims of Crime   The Office for Victims of Crime website provides a comprehensive database designed to help individuals locate non-emergency crime victim service agencies in the United States and abroad. Searchable by location, type of victimization, agency type and/or type of service needed, this resource is available for victims to guide their search for support.
Victim Information and Notification Everyday (VINE)   This service allows crime victims to obtain timely and reliable information about criminal cases and the custody status of offenders 24 hours a day. Victims and other concerned citizens can also register to be notified by phone, email or TTY device when an offender’s custody status changes.
National Organization for Victim Assistance (NOVA) (800) 879-6682 NOVA’s mission is to promote rights and services for victims of crime and crisis everywhere. NOVA’s website includes educational materials for victims and links to other victim service organizations. They provide information and referrals through their toll-free hotline.

The American Bar Association (ABA)   The ABA's website has links to many local and Sate bar associations which maintain lists of attorneys who may be able to represent victims in civil cases.

The VictimConnect Resource Center is a place for crime victims to learn about their rights and options confidentially and compassionately. A program of the National Center for Victims of Crime, it combines a helpline, an online chat, and web-based information and service referrals.
National Association of OCA Assistance Administrators (NAVAA) (608) 233-2245 The NAVAA's mission is to advance education, research, and public service to assure accessible quality services for crime victims nationwide, to strengthen exchange of information and communication among its members and to provide its members with training and technical assistance to effectively respond to the issues and challenges of supporting those services.
National Association of Crime Victim Compensation Boards (703) 780-3200 The National Association of Crime Victim Compensation Boards is an organization that advocates for and supports the right of crime victims to compensation. Their website provides links to each State's victim compensation program. Eligibility requirements include reporting the crime within the timeframe required for each State, cooperating in the investigation and prosecution of the crime, be innocent of any criminal activity or substantial misconduct causing the crime, or leading to the victim's injury or death, and filing a timely application with the compensation program in the State where the crime occurred.

National Center for Victims of Crime (202) 467-8700 The National Center for Victims of Crime (NCVC), founded in 1985, is a resource and advocacy organization for crime victims. NCVC's mission is to forge a national commitment to help victims of crime rebuild their lives. NCVC's website contains numerous resources and links, including to some of its projects such as the Stalking Resource Center. NCVC created VictimLaw, a comprehensive, user-friendly, on-line database of victims' rights statutes, Tribal laws, constitutional amendments, court rules, administrative code provisions, and case summaries of related court decisions that meets the needs of a wide variety of users with different levels of substantive and technological expertise.

The Center has operated since 1984. McGeorge students, under attorney supervision, provide information and referrals statewide to victims, their families, victim service providers, and victim advocates. Primarily through the hotline, Center staff provide resource and referral information to victims and their families, victim service providers and other victim advocates. Callers receive information on such matters as victims compensation, victims’ rights in the Justice System, restitution, civil suits, right to speak at sentencing and parole board hearings, as well as information on specific rights of victims of domestic violence, elder abuse, child abuse, and abuse against disabled. In addition to providing information and referrals, the Center provides legal research on victims’ issues for service providers. Upon request, the Center performs special research for other victim service providers.

It offers extensive reference and referral services all of which are available to anyone interested in crime and victim assistance.
National Alliance of Victims' Rights Attorneys Advocates (NAVRA)   NAVRA is a membership alliance committed to the protection, enforcement, and advancement of crime victims' rights nationwide. The organization facilitates communication and coordination between crime victims' attorneys and advocates to increase the availability of expert services for crime victims.

The Office Of Victims’ Rights is an agency of the Alaska Legislature that provides free legal services to victims of crime to help them obtain the rights they are guaranteed under the Alaska constitution and statutes with regard to their contacts with police, prosecutors, judges, and other criminal justice agencies in this State, as well as to advance and protect those victim rights in court when necessary and authorized by law.
Alaska Victim-Witness Assistance Program   Alaska’s Department of Law provides a Victim-Witness Assistance Program for victims whose cases are being prosecuted. A coordinator can provide services such as help with employers and travel arrangements, advocacy and information about the criminal justice process, and work with police and other services to stop abuse and harassment.

Legal Aid Services of Oregon has field offices located in Albany, Bend, Klamath Falls, Newport, Pendleton, Portland, Roseburg, and Salem. Offices in Woodburn, Hillsboro and Pendleton serve Farmworker clients statewide. The Native American Program provides representation on Native American issues. The Victim Rights Project is a joint project between Legal Action of WI and Judicare, which provides fee legal services to victims of crime. The Victim Rights Project (VRP) works to ensure that a victim’s constitutional and statutory rights are not violated, and when a violation occurs, to seek remedy. VRP focuses on providing advice and representation during an active criminal case. VRP provides advice and representation to victims who may have privacy concerns related to the crime at any point in the investigation or court process. This includes representing victims in response to requests for a victim’s records (mental health, medical, school, etc.) by either motion, subpoena or other means. VRP focuses on a victim’s right to be heard and treated with dignity throughout a criminal case, and to provide representation when those rights are in jeopardy.
