Ukraine: ICITAP-Trained and Supported Territorial Community Police Commences Training for 199 New Officers

On May 8, the largest class to date of the ICITAP-trained and supported Territorial Community Police Officers (TCPO) began training in Vinnytsia, Ukraine. The 199 officers are a cross section of experienced District and Patrol Police Officers who will be deployed to serve rural territorial communities throughout Ukraine upon their graduation. The intensive, learning-based curriculum focuses on developing expanded police skills for the respective officers with additional ICITAP-developed curriculum focusing on communication skills, problem-oriented and community-oriented policing strategies, and basic criminal investigations. Upon graduation in mid-July, the officers will reside in the rural communities where they will police. The TCPO Project is an officer-in-residence community- and problem-oriented policing project bringing police services to Ukraine’s rural population which rarely, if ever, experienced police services. The underserved communities represent 43% of Ukraine’s population. ICITAP supports the recruitment, selection, training, and organizational development of the TCPO program under the Prevention Department of the National Police of Ukraine. In Ukraine, ICITAP works with the support of the U.S. Department of State, Bureau of International Narcotics and Law Enforcement Affairs.
