Montenegro: ICITAP Moderates Strategy Session of National Police Directorate

On February 14, ICITAP and the National Police Directorate (NPD) Deputy Director convened an expert working group consisting of unit chiefs from the Crime Police Sector in ICITAP’s continued efforts to assist its Montenegrin counterparts in the development of strategy, plans, and policy. The expert group examined a number of strategic guidance documents impacting the NPD and discussed ways that the Crime Police can best implement government mandates seeking to enhance the fight against transnational organized crime and corruption. Most of the police responsibility in implementing Montenegro’s draft National Strategy on Countering TOC will fall on the Crime Police Sector; therefore, the work of the Expert WG also links to that strategy. The Crime Police Sector of the NPD encompasses a number of units investigating organized crime, including a special organized crime unit, special surveillance operations, economic crimes, crime intelligence, and homicide. The Montenegrin Financial Intelligence Unit also attended the expert meeting. In Montenegro, ICITAP works with the support of and in coordination with the State Department’s Bureau of International Narcotics and Law Enforcement Affairs (INL).
