General Program Information Victim's Resources Links - Mediation Support Safe Horizon Mediation Program Eligible Victims All September 11th attack victims and their families Assistance Offered Safe Horizon Mediation Program is working in conjunction with the Victim Compensation Fund to provide free mediation services for families in dispute over issues related to 9/11. Mediation is a process that will allow all interested parties to come together to discuss the issues that are important to them. Mediation is confidential, private and informal. The mediator does not make a decision for the parties but aids them in discussing their viewpoints and generating new options that often lead to new understandings and solutions.
