Dear Mr Zwick,

My name is       , my husband was killed while at work at       on September 11. Here are some comments that I have concerning this fund.

Topic 1 & 2
There need to be definitive ways to determine economic and non-economic loss. Economic loss will vary according to job, age and potential. Noneconomic loss is very difficult to determine. Life is hard to put a price on. Marriage, children all increase that value since there are more people intermingled with that life.

What are collateral sources of compensation? Life insurance, pension plans, 401K...should be irrelevant to these claims. These people worked hard for this money and/or paid into these things while they worked. The airlines should not get off paying out any money to the families. They were ultimately responsible for these deaths and these monies should not be included for any reason. This money was due them if they died a normal death (not one via a hijacked plane crashing into their workplace). The airlines need to take responsibility.

Topic 3
If a claim is improperly filed, a person should be able to refile and their time should be reset. I also believe that a person should be able to appeal a claim if they don't believe they got their due.

Topic 4
Proceedings should be held in a convenient location, possibly in each county. Office locations for assistance should also be available by county and toll free help lines would be necessary. A letter should be sent out to each family affected informing them of what needs to be done. Fees should be limited for any professionals hired by a claimant.

Topic 6
Charity money should be excluded as should life insurance, pensions, SS, and workers compensation.
