Gentlemen:

I've got to say that the idea of double-dipping with government funds is extraordinary. Just because the legislation does not explicitly list charity as a source for netting as it does insurance, pension plans, etc. does not mean that the extraordinary generosity of the American people should be abused.

Those who argue that the government should have to pay regardless of the people's generosity forget that the government is "us" too.

The idea of netting above some small amount and perhaps only those funds received from the larger, more established charities (for ease of monitoring) makes sense to me.
