For those who died, it should be pretty easy to figure out. Take the total number of people who died, divide that number in to the amount of funds available, and send the family/beneficiaries a check for their share. This compensation should not be tied to any other form of compensation, insurance claims, charitable donations, or from any other source. This same method should also be used by all of the charitable organizations which received donations specifically earmarked for the victims; divide the amount of funds by the number of victims and disburse the money. For those who have claims for injury or property damage, the solution should be based on the merits of each individual application, and should be handled on a case by case basis.
