Victim compensation fund payout. All compensation from all sources should count.

I can't imagine anyone wanting citizens to be worse off after the attack. However, how do you quantify a victim's well being? Where do you draw the line? It is my opinion that no one should get rich. If you are a taxpayer and agree -- then all compensation should be taken into consideration (charitable or otherwise). The real question is does government want to make people "wealthy" or "financially whole". If a man could earn a million dollars in his lifetime his family would certainly be better off financially to have the money now versus spread out over the course of his life. No one would argue that most people would rather have their loved one living and have less money. The government can't bring the victims back nor should it try to make up for the loss by over paying. All compensation should be considered: charitable or otherwise.
