Charity and Government Payments to Victims

To whom it may concern:

I believe that payments from government sources are meant to be "fail safe" payments to prevent undo hardship to the families of the victims. My thoughts are that government payments should be reduced by the amount of payments received from charities above some threshold amount (maybe $20,000). It is clearly not in the taxpayers best interests to provide a "financial windfall" to the victims families but it is our responsibility to see that the families are fed, housed and educated (education should be provided at the time education expenses are incurred by providing college tuition and housing scholarships up to a limit based on average costs being paid at the time). Just my thoughts.
