Plenty of money has been donated to charities to cover this. You should assign someone to oversee all this donated money, and see that it does not fall into the wrong hands, as is so often the case. Besides all the charitable contributions that have been made, are insurance payments. Taxpayers should not have to bear the burden of this expense, as there has been more than enough donated and it is the responsibility of every person to provide enough personal insurance to cover such tragedies. Check out the insurance coverage provided by the victims employer. Check out any victims personal insurance. Check out all the money that has been donated. I think you'll find that enough is provided through the private sector that public funds are not needed, just some trustworthy oversight is needed.
