no double dipping
The purpose of a government fund to compensate victims is just that:
compensating victims. It should function as a government insurance fund,
compensating those who were not covered elsewhere. Enriching victims (or
vicitm families) should not be the fund's goal. Charity money should offset
fund payments. Moreover, it is unquestionable that access to charity moneys
is not equal for all (so many victims were low-paid immigrants), and we are
risking making the well-connected (or at least the well-informed and
well-versed in English) become the better-off yet again.
