It seems to me that the funds should be divided equally, regardless of
position, title or importance. If there were 6,000+- victims, then the
funds should be divided by 6,000+-.
Whether the victims were police, fireman or janitors, losing them devastated
someone.
Since when does one life equal more value than another?
