Fourteen Individuals Sentenced in Federal Court

MARTINSBURG, WEST VIRGINIA - Fourteen individuals were sentenced on last week in United States District Court in Martinsburg by Judge John Preston Bailey.

United States Attorney William J. Ihlenfeld, II, announced that:

MARK DANIEL HAINES, age 42, of Montgomery County, Maryland, was sentenced to 225 months imprisonment to be followed by three years of supervised release. HAINES entered a plea of guilty on December 21, 2011, to one count of bank robbery on December 22, 2010, when HAINES drove through the teller window at the BB&T bank in Martinsburg and demanded the money in the drawer and got $7,582. HAINES was remanded to the custody of the United States Marshal pending designation to a Federal institution. The case was prosecuted by Assistant United States Attorney Paul T. Camilletti and were investigated by the Berkeley County Sheriff’s Office and the Federal Bureau of Investigation.

THOMAS JOSEPH ORR, age 31, of Martinsburg, West Virginia, was sentenced to 210 months imprisonment to be followed by six years of supervised release. ORR entered a plea of guilty on February 23, 2012, to one count of possession with intent to distribute heroin in Martinsburg. ORR was remanded to the custody of the United States Marshal pending designation to a Federal institution. The case was investigated by the Eastern Panhandle Drug & Violent Crime Task Force, consisting of officers from the West Virginia State Police - Bureau of Criminal Investigation, the Martinsburg Police Department, and the Berkeley County Sheriff’s Department.PRESS RELEASE

TERRY LEE CONDREY, age 40, of Martinsburg, was sentenced to 210 months imprisonment to be followed by 12 years of supervised release. CONDREY entered a plea of guilty on January 26, 2012, to one count of possession with intent to distribute crack cocaine within 1,000 feet of Burke Street Elementary School on April 15, 2011. CONDREY was remanded to the custody of the United States Marshal pending designation to a Federal institution. The case was investigated by the Eastern Panhandle Drug & Violent Crime Task Force.

KEVIN HAIRSTON, age 53, of Martinsburg, was sentenced to 180 months imprisonment to be followed by five years of supervised release. HAIRSON entered a plea of guilty on January 26, 2012, to one count of being a convicted felon in possession of a firearm and ammunition. HAIRSTON, having previously been convicted on at least three prior felony convictions for crimes including voluntary manslaughter and aggravated robbery, knowingly possessed a Davis Model P-32 caliber semi-automatic pistol and three rounds of ammunition on November 1, 2011. HAIRSTON was remanded to the custody of the United States Marshal pending designation to a Federal institution. The case was investigated by the Martinsburg Police Department.

JOSEPH GRANT BARNHART, age 33, of Hedgesville, West Virginia, was sentenced to 120 months imprisonment to be followed by three years of supervised release. BARNHART entered a plea of guilty on January 26, 2012, to one count of possession with intent to distribute heroin on March 21, 2011. BARNHARD was remanded to the custody of the United States Marshal pending designation to a Federal institution. The case was investigated by the Berkeley County Sheriff’s Department and the Eastern Panhandle Drug & Violent Crime Task Force.

DONNELL SYLVESTER PARKER, age 57, of Martinsburg, was sentenced to 120 months imprisonment to be followed by three years of supervised release. PARKER entered a plea of guilty on December 14, 2011, to one count of an Indictment charging him with the distribution of crack cocaine on August 6, 2009, in Martinsburg. PARKER was remanded to the custody of the United States Marshal pending designation to a Federal institution. The case was prosecuted by Assistant United States Attorney Erin K. Reisenweber and was investigated by the Eastern Panhandle Drug and Violent Crimes Task Force.PRESS RELEASE

JORFORY NEVIN TWYMAN a/k/a “FROY,” age 32, of Ranson, West Virginia, was sentenced to120 months imprisonment to be followed by three years of supervised release. TWYMAN entered a plea of guilty on December 15, 2011, to two counts of an indictment charging him with one count of possession of ammunition on September 25, 2008, in Ranson, and one count of possession of a firearm on March 25, 2010, after having previously been convicted on two prior drug charges, that is: Possession of Cocaine with the Intent to Deliver on the 30th day of March, 1999, in the Circuit Court of Jefferson County, West Virginia; and Possession of Cocaine with the Intent to Deliver on the 30th day of March, 1999, in the Circuit Court of Jefferson County, West Virginia. TWYMAN was remanded to the custody of the United States Marshal pending designation to a Federal institution. The case was prosecuted by Assistant United States Attorney Paul T. Camilletti and was investigated by the Bureau of Alcohol, Tobacco and Firearms, the Charles Town Police Department and the Ranson Police Department.

ELMER BURKES a/k/a “SKIP”, age 60, of Martinsburg, was sentenced to 96 months imprisonment to be followed by three years of supervised release. BURKES entered a plea of guilty on February 9, 2012, to one count of distribution of heroin on May 6, 2011, in Martinsburg. TWYMAN was remanded to the custody of the United States Marshal pending designation to a Federal institution.

NORMAN JEFFREY JORDAN, age 57, of Martinsburg, was sentenced to 51 months imprisonment to be followed by three years of supervised release. JORDAN entered a plea of guilty on January 27, 2012, to one count of distribution of crack cocaine on November 12, 2009, in Martinsburg. JORDAN was remanded to the custody of the United States Marshal pending designation to a Federal institution.

SHANNON JAMES BARNEY a/k/a “SHAQ”, age 39, of Martinsburg, was sentenced to 27 months imprisonment to be followed by three years of supervised release. BARNEY entered a plea of guilty on February 10, 2012, to one count of possession with intent to distribute heroin on May 30, 2009, in Martinsburg. BARNEY was remanded to the custody of the United States Marshal pending designation to a Federal institution.

Theses cases were prosecuted by Assistant United States Attorney Erin K. Reisenweber and were investigated by the Eastern Panhandle Drug & Violent Crime Task Force.

STERLING RAHEEM JULES, age 20, of Martinsburg, was sentenced to 27 months imprisonment to be followed by three years of supervised release. JULES entered a plea of guilty on December 15, 2011, to one count of an Indictment charging him with possession of a stolen firearm on March 25, 2011, in Martinsburg. JULES was remanded to the custody of the United States Marshal pending designation to a Federal institution. The case was investigated by the Martinsburg Police Department and the Bureau of Alcohol, Tobacco and Firearms.

MATTHEW CHRISTOPHER WALTERS, age 31, of Carpendale, West Virginia, was sentenced to 16 months imprisonment to be followed by three years of supervised release. WALTERS entered a plea of guilty on October 6, 2011, to one count of being a felon in possession of a firearm. WALTERS, having previously been convicted of Burglary and Second Degree Assault knowingly possessed a Mossberg shotgun on November 20, 2009. WALTERS was remanded to the custody of the United States Marshal pending designation to a Federal institution. The case was investigated by the Bureau of Alcohol, Tobacco, Firearms & Explosives.

JAIME RENEE KOONTZ, age 25, of Bunker Hill, West Virginia, was sentenced to 4 months imprisonment to be followed by three years of supervised release. KOONTZ entered a plea of guilty on February 10, 2012, to one count of distribution of heroin on March 21, 2009, in Martinsburg. KOONTZ, who is free on bond, will self-report to the designated Federal institution on June 21, 2012.

JEROME HOLDEN CUNNINGHAM, age 65, of Martinsburg, was sentenced to 5 years probation and order to pay a money judgment in the amount of $40,000. CUNNINGHAM entered a plea of guilty on December 20, 2011, to one count of an indictment charging him with the distribution of heroin within 1,000 feet of Winchester Avenue Elementary School on April 22, 2010, in Martinsburg.
