Three Hagerstown, Maryland, Residents
Indicted on “Crack” Cocaine Charges

CLARKSBURG, WEST VIRGINIA — Three Hagerstown, Maryland, residents were named in an Indictment returned on January 6, 2009, by a Federal Grand Jury sitting in Clarksburg, West Virginia.

United States Attorney Sharon L. Potter announced that ANDREW CHRISTOPHER KEYS, age 22; QUINTEL OWENS, age 24; and ALFRED ANDERSON, age 34, were named in a two-count Indictment. Count One of the Indictment alleges that KEYS, OWENS, and ANDERSON conspired to distribute more than 50 grams of “crack” cocaine from October 2008, to January 2009. Count Two of the Indictment alleges that KEYS, OWENS, and ANDERSON, aided and abetted by each other, possessed “crack” cocaine with the intent to distribute on October 18, 2008, in Monongalia County.

The Indictment also carries a forfeiture count wherein the United States seeks to forfeit any property that was used or intended to be used to facilitate the commission of the offenses alleged in the Indictment. This includes, but is not limited to, a 2006 Mercedes Sport Utility Vehicle.

If convicted, the defendants face a maximum penalty of 10 years to life imprisonment and a fine of $4,000,000 on Count One of the Indictment; and a maximum penalty of 20 years imprisonment and a fine of $1,000,000 on Count Two of the Indictment.

The case will be prosecuted by Assistant United States Attorney Zelda E. Wesley. The case was investigated by the West Virginia State Police and the Federal Bureau of Investigation.
