Five Men Indicted in Drug Conspiracy

James L. Santelle, United States Attorney for the Eastern District of Wisconsin, announced today that an indictment has been returned charging Michael S. Hancock (age: 29) of Menasha, Travis J. Moon (age: 27) of Menasha, Kyle E. Torbeck (age: 22) of Menasha , Jesus E. Quinones (age: 26) of Menasha and Refugio Salinas (age: 43) formerly of Green Bay, with conspiracy to distribute five kilograms or more of cocaine and 100 kilograms or more of marijuana, in violation of Title 21, U.S.C. ยงยง 841 and 846. If convicted of the charges, each defendant faces a mandatory minimum sentence of ten years in prison to a maximum of life in prison and a fine of up to $4,000,000.

According to the indictment, the five men knowingly and intentionally conspired with each other and with others to distribute controlled substances. The indictment further alleges that the offense involved five kilograms or more of cocaine and 100 kilograms or more of marijuana.

The case stems from an investigation by the Drug Enforcement Administration and the Lake Winnebago Area Metropolitan Enforcement Group - Drug Unit. It will be prosecuted by Assistant United States Attorney Tammy Jo Hock.

An indictment is only a charge and is not evidence of guilt. A defendant is presumed innocent and is entitled to a fair trial at which the government must prove guilt beyond a reasonable doubt.
