KEITH DWAYNE CRUM, 36, of Burien, Washington, was sentenced today in U.S. District Court in Seattle to 30 months in prison and a 10-year period of supervised release for failing to register as a sex offender. CRUM was convicted in 1999 and 2003 of the sexual assaults of two young Missouri girls. CRUM originally registered as a sex offender in Missouri in 2007, but failed to register after moving to Washington State. CRUM was arrested for failing to register as a sex offender on June 30, 2008. At sentencing, Chief U.S. District Judge Robert S. Lasnik said in commenting on the increased penalties for sex offenders over the years, that it is “important that society’s attitude change” with respect to sex offenses.

According to records filed in the case, CRUM was sentenced in June 1999, to three years in prison for statutory rape in the second degree, and one year in prison for first degree sexual misconduct for an assault on a 14-year-old girl. In March 2003, CRUM was sentenced to four years in prison for Statutory Rape in the Second Degree and Statutory Sodomy in the Second Degree. The victim in that case was 15-years-old. These convictions require registration as a sex offender in Washington State. CRUM registered as a sex offender while residing in Missouri and registered again when he moved to Kansas in April 2007. However, CRUM apparently moved to Washington some time after July 2007. He obtained a Washington State ID card on November 2, 2007, but never registered as a sex offender. In November 2007, CRUM was arrested on a fugitive warrant out of Kansas. After that matter was resolved CRUM returned to Washington, and again, failed to register as a sex offender. According to his plea agreement, CRUM had been working at the Value Village in Burien from February 2008 to June 2008.

In asking for significant prison time, Assistant United State Attorney Susan Dohrmann wrote to the court that CRUM intentionally failed to comply with the Adam Walsh Act. “Defendant has demonstrated time and again that he is a danger to children and others and that he cannot control his violent acts. Defendant’s failure to register in Washington shows that he decided independently that he would no longer abide by the sex offender registration requirements that he knew were applicable to him,” Ms. Dohrmann wrote in her sentencing memo.

The case was investigated by the U.S. Marshal Service and the King County Sheriff’s Department. The case is being prosecuted by Assistant United States Attorney Susan B. Dohrmann.
