TWO SEATTLE AREA MEN GET TEN YEAR PRISON TERMS FOR METHAMPHETAMINE TRAFFICKING
Men Dealt Methamphetamine, Crack Cocaine, Marijuana and Ecstacy and Guns
RYAN BROWN, 41, of Tukwila, Washington was sentenced today in U.S. District Court in Seattle to ten years in prison and five years of supervised release for Possession of Methamphetamine with Intent to Distribute, and Possession of a Firearm by a Person Convicted of a Felony. Last month a related defendant, MICHAEL THOMAS COYNER, 36, of Kirkland, Washington was sentenced to ten years in prison and five years of supervised release for Distributing Methamphetamine, and Distributing Cocaine Base. At sentencing, U.S. District Judge Marsha J. Pechman ordered that BROWN be evaluated for drug and gambling addictions.
COYNER was arrested April 6, 2006 after he repeatedly sold a law enforcement confidential source methamphetamine, and also sold the source ecstasy, crack cocaine and a stolen hand gun. BROWN was arrested April 10, 2006 after he arrived at his Tukwila apartment with more than two pounds of methamphetamine he had brought up from a source in the Los Angeles area. In a search of the apartment agents also found one Beretta .40 caliber semi-automatic handgun, one FMJ/Ingram 9 millimeter semi-automatic sub-machine gun and ammunition. Both men were targeted as part of “Operation Ducat.” A Ducat is a European coin. The operation took its name from the fact that COYNER was dealing in stolen goods including high end guitars and other recording equipment.
Noting that at age 41, BROWN would be one of the “old men” in federal prison, Judge Pechman urged him to be a role model to others. “You have not been a very good role model on the outside,” Judge Pechman said, “but you have the opportunity to do that on the inside.”
This was an Organized Crime and Drug Enforcement Task Force (OCDETF) investigation, providing supplemental federal funding to the federal and state agencies involved. The case was investigated by the Drug Enforcement Administration (DEA).
