Proprietor of Big Daddy’s Restaurant Sentenced on Drug Charges

NORFOLK, Va. – Fred Phillip Wills, Jr., 52, and Makishea Bobbi Wills, 29, both of Virginia Beach, Virginia and Kendall Dwight Cahallam, 24, of Norfolk, Virginia, were sentenced today on charges of conspiracy to distribute and possess with intent to distribute five kilograms or more of cocaine, fifty grams or more of cocaine base and a quantity of marijuana.  Fred Wills received a sentence of 400 months, Makishea Wills received a sentence of 210 months, and Callaham received a sentence of 151 months.

            Neil H. MacBride, United States Attorney for the Eastern District of Virginia, made the announcement after Senior United States District Judge Robert G. Doumar sentenced these defendants.  The defendants each faced up to a maximum of life in prison, a fine of up to $4,000,000, and at least five years of supervised release.

            Fred Wills, the longtime proprietor of local restaurant Big Daddy’s, his wife Makishea, and his associate Callaham were indicted in July for their participation in a drug trafficking enterprise originating in approximately 2000.  Fred Wills, Makishea Wills, Kendall Callaham and other co-conspirators used Fred Wills’ restaurants as bases of operations for the conduct of the drug trafficking enterprise.  Fred Wills, Makishea Wills, Kendall Callaham and other co-conspirators used these restaurants to receive, store and sell narcotics, to receive drug proceeds, to store firearms, to meet with co-conspirators and to recruit accomplices.  Fred Wills’ total drug weights are conservatively estimated at 383 kilograms of cocaine and cocaine base. 

            This case was investigated by the Drug Enforcement Administration and Norfolk Police Department.  Assistant United States Attorneys Darryl J. Mitchell is prosecuting the case on behalf of the United States.
