Edgemont Woman Sentenced for Social Security Representative Payee Fraud

United States Attorney Brendan V. Johnson announced that an Edgemont, South Dakota, woman charged with Social Security Representative Payee Fraud was sentenced on July 22, 2011, by United States District Judge Jeffrey L. Viken. Barbara Sibylle Norris, a/k/a Barbara Sibylle Hildebrandt, age 66, was sentenced to 18 months' imprisonment, three years' supervised release, $70,884 restitution, and a $100 special assessment to the Victim Assistance Fund.

Norris was indicted for nine counts of Social Security Representative Payee Fraud by a federal grand jury on December 21, 2010. The charge relates to Norris being the organizational representative payee of other individuals in South Dakota in 2005 and 2006. She took the payments she received on behalf of these individuals and knowingly and willfully converted the payments to her own use instead of sending the money on to pay the victims’ bills. She pled guilty to one charge on April 8, 2011.

This case was investigated by the Office of the Inspector General, Social Security Administration. Assistant United States Attorney Britt Haxton prosecuted the case.

Norris must self-report to the United States Marshal on August 19, 2011.
