Federal Grand Jury Criminal Indictments Announced

Thomas Scott Woodward, United States Attorney for the Northern District of Oklahoma, announces the results of the November 2011 Federal Grand Jury.

The following named individuals have been charged with a federal crime or crimes by the return of an indictment by the Grand Jury. The return of an indictment is a method of informing the defendant of alleged violations which must be proven in a court of law beyond a reasonable doubt to overcome the defendant's presumption of innocence.

Franklin Armando Navarro-Chacon. Alien in the United States After Deportation. Navarro-Chacon, of Honduras, was allegedly found in the Tulsa County Jail on September 30, 2011. He was previously removed and deported from the United States on April 24, 2008.

Miguel Angel Rodriguez. Alien in the United States After Deportation. Rodriguez, 30, of Mexico, was found in the Tulsa County Jail on September 15, 2011. He was previously removed and deported on March 24, 2004.

Freddy Chapa-Valle. Alien in the United States after Deportation. Chapa-Valle, 27, of Honduras, was allegedly found in the Tulsa County Jail on September 30, 2011. He was previously removed and deported from the United States from San Antonio, Texas, on May 7, 2008.

Vernon Hill and Stanley Hill. Bank Robbery. Vernon Hill, 26, and Stanley Hill, 24, both of Tulsa, are accused of robbing the Arvest Bank at 218 South Memorial Drive, Tulsa, Oklahoma, on November 5, 2011.

Ronald Paul McAllister. Bank Robbery. McAllister, 51, of Tulsa, is accused of robbing the Bank of America located at 4847 S. Peoria Avenue, Tulsa, Oklahoma, on November 18, 2011.

Rico Starks. Felon in Possession of Firearm and Ammunition. Starks, 23, of Tulsa, was allegedly found to be in possession of a .22 caliber revolver and ammunition on November 12, 2011. He has six previous felony convictions received in Tulsa County District Court in 2008.

Sealed and Superseding Indictments
There were two indictments returned by the Grand Jury that remain sealed. There were one superseding indictment.
