Carjacker Sentenced to over 11 Years in Prison

Carjacked a Motorist Pulled Over on the Shoulder of the Baltimore-Washington Parkway

Greenbelt, Maryland - U.S. District Judge Roger W. Titus sentenced Reginald Jacoby Calloway, age 25, of Washington, D.C., today to 140 months in prison followed by five years of supervised release for carjacking and brandishing a firearm in furtherance of a crime of violence.

The sentence was announced by United States Attorney for the District of Maryland Rod J. Rosenstein; Chief Teresa Chambers of the U.S. Park Police; and Chief Cathy L. Lanier of the Metropolitan Police Department.

According to Calloway’s guilty plea, on January 25, 2011, he and co-defendant Terrence Kelvin Shepherd were driving together on the Baltimore-Washington Parkway, just north of the exit for Rt. 193 in Greenbelt, when they spotted a car stopped on the shoulder of the road. The driver of the vehicle had pulled over after he dropped his cell phone on the passenger side of the car. Shepherd stopped his pick-up truck and Calloway got out and approached the car. Calloway opened the passenger side door of the car and pointed a .22 caliber handgun at the driver. Calloway ordered the victim out of the car, took his wallet and told the victim to walk away. Calloway sped away in the victim’s car. The victim noticed a white pick-up truck with a ladder on top pull off the shoulder and follow Calloway in the stolen car. The car was recovered a short time later, abandoned on the shoulder of the Baltimore-Washington Parkway, about a mile from where it was taken.

Approximately 15 minutes after the carjacking, Calloway and Shepherd were seen on the surveillance camera at a gas station on Kenilworth Road in Washington, D.C. They had arrived together in Shepherd’s pick-up truck. Calloway was seen behind a vehicle at an adjoining pump. A Metropolitan Police Department (MPD) patrol car pulled into the gas station and Calloway got back into the pick-up truck and left with Shepherd.. Calloway and Shepherd were pulled over and detained by the MPD about a block away. MPD officers returned to the gas station and recovered a fully loaded .22 caliber handgun on the ground where Calloway had been standing. In a nearby trash can officers recovered the carjacking victim’s debit card, which had been in the wallet stolen by Calloway. Calloway’s fingerprints were also recovered from the driver’s door of the stolen vehicle.

Terrence Shepherd, age 28, of Washington, D.C., previously pleaded guilty and was sentenced to 65 months in prison.

United States Attorney Rod J. Rosenstein commended the U.S. Park Police and Metropolitan Police Department for their work in the investigation. Mr. Rosenstein thanked Assistant United States Attorney David I. Salem and Special Assistant United States Attorney Hans Miller of the U.S. Justice Department, Criminal Division, Narcotic and Dangerous Drug Section, who prosecuted the case.
