BOSTON, Mass. - A Mansfield man and a Norwood woman were charged today in federal court with submitting false bills and making false statements to the National Science Foundation.

United States Attorney Carmen M. Ortiz, Assistant Attorney General Lanny A. Breuer of the Criminal Division and James C. Evans, Special Agent in Charge of the National Science Foundation, Office of Inspector General, announced today that JASON JUNGSUN KIM, 63, of Mansfield and LINDA MATSON CRASCO, 54, of Norwood, were each charged in separate Informations in connection with their fraud on the National Science Foundation. Kim was charged with one count of submitting a false bill to the National Science Foundation. Crasco was charged with one count of making a materially false or fraudulent statement to the National Science Foundation.

The Informations allege that Kim, as the company president, directed employees of his Norwood-based company to bill the National Science Foundation for reimbursement for labor costs and materials that were not actually expended on National Science Foundation projects. Crasco, thereafter, intentionally falsified government bills by certifying that those false labor and material costs had been incurred on National Science Foundation funded work, when in fact, the costs had been incurred on other non-National Science Foundation work.

If convicted on these charges, Kim and Crasco each face up to five years imprisonment, to be followed by three years of supervised release and a $250,000 fine.

The case was investigated by the National Science Foundation’s Office of Inspector General. It is being prosecuted by Assistant United States Attorney Jeffrey M. Cohen of Ortiz’s Public Corruption Unit and Trial Attorney Bill Browne of the Criminal Division.

The details contained in the Informations are allegations. The defendants are presumed to be innocent unless and until proven guilty beyond a reasonable doubt in a court of law.
