NEW ORLEANS MAN INDICTED ON CHILD PORNOGRAPHY CHARGES
RUSSELL DAVID MANSEL, 57, of New Orleans, Louisiana, was indicted by a federal grand jury in New Orleans for for Receipt and Possession of Child Pornography, announced U. S. Attorney Jim Letten.
According to the indictment, MANSEL knowingly received and possessed digital images, computer images, and digital video files depicting the sexual exploitation of minors. If convicted, MANSEL faces a possible maximum sentence of forty (40) years with a mandatory minimum of fifteen (15) years imprisonment, followed by up to a lifetime term of supervised release, a $250,000.00 fine. MANSEL can also be required to register as a sex offender.
MANSEL was previously convicted of five counts of Aggravated Sexual Battery of a child and one count of Aggravated Rape of a child on or about February 14, 1989, and, therefore, faces an enhanced sentence if convicted.
This case was brought as part of Project Safe Childhood, a nationwide initiative to combat the growing epidemic of child sexual exploitation and abuse launched in May 2006 by the Department of Justice. Led by United States Attorneys’ Offices and the Criminal Division's Child Exploitation and Obscenity Section (CEOS), Project Safe Childhood marshals federal, state and local resources to better locate, apprehend and prosecute individuals who exploit children via the Internet, as well as to identify and rescue victims. This case is being investigated by the U. S. Department of Homeland Security, Bureau of Immigration and Customs Enforcement. The prosecution of this case is being handled by Project Safe Childhood Coordinator, Assistant U. S. Attorney Brian M. Klebba.
