New Jersey Man Pleads Guilty to Interstate Drug Conspiracy Involving More than 50 Kilograms of Cocaine

WILMINGTON, Del. – Charles M. Oberly, III, United States Attorney for the District of Delaware, announced today that Roscoe Hall, age 38 of Bridgeton, New Jersey, pleaded guilty to conspiracy to possess with intent to distribute five kilograms or more of cocaine, in violation of Title 21, United States Code, Sections 841 and 846. The charge carries a maximum term of life imprisonment, with a mandatory minimum term of ten years imprisonment.

During the change of plea hearing, Hall admitted his involvement in sending a vehicle with a hidden compartment to his alleged drug supplier in San Diego. Unbeknownst to Hall, the vehicle belonged to the DEA, and it was hard-wired with a GPS device and the capability to alert law enforcement when the hidden compartment was opened and closed. The DEA further provided a confidential source to “tow” the government car from Delaware to San Diego and back. In actuality, the DEA flew the government car to San Diego, along with the confidential source.

Hall, who also flew to San Diego to meet with his alleged supplier, provided directions for the source to leave the vehicle at a particular location in San Diego. Hall and his alleged supplier arrived at the location, wherein Hall entered the government car and followed his supplier to a residence in Vista, California. Hall admitted that inside the residence he received 5.3 kilograms of cocaine from his alleged supplier, which was destined for Delaware. Hall later returned the vehicle to an agreed-upon location. Law enforcement officers took the vehicle into their possession, and flew it back to Delaware.

Several days later, Hall arrived at a residence in Wilmington to meet the government car. After following the car to a separate location, Hall was arrested as he was removing the cocaine from inside the hidden compartment. In a post-arrest statement, Hall admitted his responsibility and stated that he had received more than 50 kilograms of cocaine from his alleged supplier over the past several months.

The investigation was led by the Drug Enforcement Administration, the Department of Homeland Security – Homeland Security Investigations, the Newark (Delaware) Police Department, and the Wilmington Police Department.
