    ATTORNEY GENERAL RENO TO VISIT WISCONSIN'S HANDGUN HOTLINE

     WASHINGTON, D.C.-- Attorney General Janet Reno will visit
Wisconsin Department of Justice's "Handgun Hotline," a background
check system for handgun purchases, on Thursday, November 2.  The
Attorney General will tour the handgun hotline facility (pool
camera only) and hold a press conference to announce National
Criminal History Improvement Program (NCHIP) Grants under the
1994 Crime Act.

     "Let us be clear:  improving criminal record systems is not
about computers and bookkeeping; its about fighting crime and
saving lives in states and communities across America," said
Reno.  

     The Brady Law requires a background check and up to a five-day 
waiting period before a person can buy a handgun. 
Development of the National Instant Background Check System
authorized in the Brady Law is funded through the Violent Crime
Control Act of 1994.

     Wisconsin has established a state-wide background check
system which allows firearms dealers to call in with the
prospective purchaser's name and date of birth.
