The W/B HIDTA region encompasses four distinct population centers--the Baltimore Metropolitan Area, the District of Columbia, Northern Virginia, and the Richmond metropolitan area. The region includes the following county and city jurisdictions: Maryland (Anne Arundel, Baltimore, Charles, Howard, Montgomery, and Prince George's Counties and the city of Baltimore); Northern Virginia (Arlington, Fairfax, Loudoun, and Prince William Counties and the cities of Alexandria, Fairfax, and Manassas); the Richmond metropolitan area (Chesterfield, Hanover, Henrico, and Prince George Counties and the cities of Colonial Heights, Hopewell, Petersburg, and Richmond); and Washington, D.C.

The W/B HIDTA region transportation infrastructure includes U.S. Highway 1 in Northern Virginia; Interstates 64, 66, 70, 83, 85, 95, 97, and 270; two international airports (Dulles International and Baltimore/Washington International); and four major seaports (Baltimore, Maryland and Hampton, Newport News, and Richmond, Virginia).
